KYTC bundles nearly 50 miles of rural resurfacing into 12 contracts for Nov. 19
The resurfacing calls span 12 counties from Henderson to McCreary. Henderson County's eight-route package is the largest at 19 miles.
Twelve of the 19 contracts on the Kentucky Transportation Cabinet's Nov. 19, 2026 letting are asphalt resurfacing jobs on state routes, according to KYTC's Notice to Contractors. Added together, the segments in those 12 calls come to about 49.7 miles.

Who bids on this work
Resurfacing contracts like these are usually bid by asphalt paving contractors that run their own plants or buy mix from nearby producers, because haul distance drives cost. Contracts in neighboring counties, such as Allen, Monroe, Simpson and Warren in south-central Kentucky, may draw many of the same bidders. Subcontracting opportunities typically include milling, pavement markings, shoulder work and traffic control.
KYTC accepts bidder registrations only from contractors prequalified in each project's work categories. The cabinet's Division of Construction Procurement also publishes an asphalt price index and average unit bid prices, which estimators use to price this kind of work.
No dollar figures yet
The Notice to Contractors does not include engineer's estimates. KYTC posts them with the bids after the opening. This site will add the results to each county hub and report how the resurfacing bids compared with the estimates.
KYTC posts the eligible bidders for each call before the letting, so subcontractors and suppliers can see which primes have registered for a call near them.
How to bid
KYTC's notice spells out the rules. Contractors must register for each project they intend to bid, using the bidder registration form on the Division of Construction Procurement website, and the department "will only accept bidder registration forms from contractors who are prequalified in the work categories of the particular project." Registration closes at 3:00 p.m. on the day before the letting. Bids are received electronically through Bid Express until 10:00 a.m. on letting day. Plans are requested through KYTC's plan room at kytcplanroom.com, and the department notes those requests are non-refundable.
After the bids are opened, the division reviews them and posts them, along with the engineer's estimate, on its website and on Bid Express. The division's site also carries the eligible bidders list, unit bid tabulations, average unit bid prices, an asphalt price index and the DBE directories.
