KYTC's Nov. 19 letting: 19 contracts, from Lexington's Main Street to 50 miles of rural resurfacing

The Notice to Contractors lists urban reconstruction in Lexington and Louisville, an I-69 rehabilitation, an I-71 rest area and a dozen resurfacing calls.

The Kentucky Transportation Cabinet will open bids on 19 highway contracts on Thursday, Nov. 19, 2026, according to the Notice to Contractors the cabinet's Division of Construction Procurement posted on Oct. 29. The work ranges from an intersection reconstruction on Main Street in Lexington to a dozen resurfacing contracts on rural state routes.

Kentucky's notice does not publish dollar estimates. KYTC posts the engineer's estimate alongside the bids after the letting, so this story describes the work by type and length rather than value.

Urban and interstate work

  • Call 100, Fayette County: reconstruction of the Main Street (US 421) and Buchanan Street intersection, 0.10 miles, grade and drain with asphalt surface.
  • Call 101, Fayette County: widening of Liberty Road (KY 1927) from Graftons Mill Lane to New Circle Road, including the intersection with New Circle Road, 1.15 miles.
  • Call 102, Jefferson County: roadway reconfiguration and access management features on Bardstown Road (US 31E), 1.40 miles.

  • Call 200, Oldham County: I-71 rest area work, with jointed plain concrete (JPC) pavement on a 0.25-mile northbound truck area segment and a 0.47-mile segment described as "I-71 Rest Area-Water."
  • Call 310, Garrard County: KY 34 safety improvements to address right-turn movements out of Chenault Bridge onto Lexington Road, 0.18 miles.

For calls 100 through 105 and call 200, the notice lists a DBE participation goal of 0.00%. The notice does not state a goal for the resurfacing calls; bidders should check each proposal.

Rural resurfacing

Twelve calls are asphalt resurfacing contracts, covering about 49.7 miles of state routes. Ten single-route calls (300 through 309) cover 24.0 miles in Allen, Clinton, Gallatin, Grayson, McCreary, Monroe, Owen, Simpson, Taylor and Warren counties. Two multi-route calls add more: call 400 bundles eight routes in Henderson County totaling 19.0 miles, and call 401 covers two routes in Logan County totaling 6.6 miles.

The longest single segments are Holland Road (KY 100) in Allen County and Cave Springs Road (KY 73) in Logan County, at 5.99 miles each, followed by KY 1299 in Henderson County at 5.50 miles and Galloway Mills (KY 1083) in Warren County at 4.68 miles.

Local contractors

Of the 18 counties with work on this letting, Fayette has the most KYTC-prequalified firms based in it, with 30, followed by Jefferson (25) and Warren (11). Five counties with work, Clinton, Gallatin, Owen, Simpson and Taylor, have no prequalified firm with a local address on KYTC's list, so the work there will go to firms from elsewhere. Each county hub lists the nearby prequalified firms.

How to bid

KYTC's notice spells out the rules. Contractors must register for each project they intend to bid, using the bidder registration form on the Division of Construction Procurement website, and the department "will only accept bidder registration forms from contractors who are prequalified in the work categories of the particular project." Registration closes at 3:00 p.m. on the day before the letting. Bids are received electronically through Bid Express until 10:00 a.m. on letting day. Plans are requested through KYTC's plan room at kytcplanroom.com, and the department notes those requests are non-refundable.

After the bids are opened, the division reviews them and posts them, along with the engineer's estimate, on its website and on Bid Express. The division's site also carries the eligible bidders list, unit bid tabulations, average unit bid prices, an asphalt price index and the DBE directories.
