How to bid KYTC highway contracts: prequalification, bidder registration and Bid Express
The Kentucky Transportation Cabinet takes bids electronically through Bid Express on its monthly letting. Only firms prequalified in the project's work categories may register to bid.
The Kentucky Transportation Cabinet's Division of Construction Procurement lets highway contracts on a regular schedule, usually a Thursday each month. For each letting it publishes a Notice to Contractors, a Bid Item Quantity Index, a material listing, the Qualifications for Bidders and a Bidder Registration Form.
1. Prequalify
The Notice to Contractors states that the Department will only accept bidder registration forms from contractors who are prequalified in the work categories of the particular project. The Prequalified Contractors List shows each firm's vendor number and work classes.
2. Register for the letting
Submit the Bidder Registration Form for the projects you want. For the November 19, 2026 letting, KYTC said registration closes at 3:00 p.m. on the day before the letting.
3. Get plans and bid
Plans are requested (non-refundable) through KYTC's electronic plan room at kytcplanroom.com. Bids are received electronically through the Bid Express bidding service until 10:00 a.m. on letting day. Afterward the Division reviews the bids and posts them with the engineer's estimate on its website and on Bid Express.
4. Subcontractors and DBEs
Each call in the Notice to Contractors states its DBE participation goal. KYTC publishes DBE directories and a DBE participation plan form with each letting's documents.
Our bids page reads KYTC's Notice to Contractors daily and lists every call by county.
